Unable to connect to database

This either means that the database information in your settings.php file is incorrect or we can't contact the PostgreSQL database server. This could mean your hosting provider's database server is down.

The PostgreSQL error was: Unable to connect to PostgreSQL server: could not connect to server: 8$«·h—·8 Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

Currently, the database is drupal-p6club, the username is p6club, and the database server is localhost.
